DACS responds to UK Government’s industrial strategy
DACS has submitted two responses to the UK Government’s Industrial Strategy consultation, highlighting the barriers to growth faced by visual artists within the creative industries sector and proposing solutions to help grow the sector.
Our submission recommends that the Government address key barriers to growth within the visual arts sector, which include gaps in the UK’s copyright system in relation to reciprocal royalties; IP law considerations in AI development and training; and falling funding opportunities within the visual arts sector, through three key interventions:
- The introduction of the Smart Fund, or private copy remuneration scheme to remunerate creators for the digital copying of their work.
- The preservation and enforcement of UK copyright laws that prevent the unlawful use of works in AI training and development.
- The introduction of a Freelancer Commissioner.
In addition to our response, we have joined with the visual arts organisations a-n The Artists Information Company, The Association of Photographers and the Contemporary Visual Arts Network England to submit a joint response. This response highlights a broader range of recommendations to grow the sector, including:
- increasing local and national government investment in the arts
- increasing access to creative education and skills
- improving contractual and pay transparency for freelancers, and
- improving the availability of data related to the visual arts sector, such as employment figures and earnings data.
